The Housing and Urban Development Corporation has secured a ₹25,000 crore Memorandum of Understanding with the Government of Bihar, aimed at establishing a robust industrial ecosystem across the state.
Under the MoU, the Navratna enterprise will provide financial assistance through flexible term loans over the next five years. These funds will be deployed by the Infrastructure Development Authority of Bihar to acquire, consolidate and develop large land parcels into fully equipped industrial parks. HUDCO is structuring the loans with accommodating terms, including a repayment schedule extending up to 25 years, a designated moratorium period, and prepayment options, with repayments ring-fenced through state budget allocations and escrowed project revenues.
For the domestic EPC and heavy civil construction sectors, the ₹25,000 crore capital injection is expected to unlock a pipeline of high-value state tenders, translating into contracts for land grading, road networks and high-capacity electrical grids, positioning Bihar as an emerging hub for large-scale industrial civil works over the coming decade.
