Indian public sector hydropower firm NHPC has initiated a bidding process for wind power projects with a contracted capacity of 1200MW. These projects, connected to the Inter-State Transmission System (ISTS), will be awarded through Tariff Based Competitive Bidding (TBCB), conducted online. The bid submission deadline is 28th February 2024, with the opening date set for 4th March 2024.
Following the bidding process, NHPC will engage in Power Purchase Agreements (PPAs) with selected bidders, spanning 25 years from the Scheduled Commencement of Supply Date (SCSD) of the project. The total capacity of 1200MW will be allocated across ISTS in the states of Madhya Pradesh, Maharashtra, Telangana, Karnataka, Andhra Pradesh, and Tamil Nadu.
NHPC’s tender specifies that the wind power produced by selected developers will be purchased by NHPC and distributed to State Utilities, Discoms, or other beneficiaries on a pan-India basis. The minimum project size is set at 50MW, with increments of 10MW under the OPEN category.
Individual bidders, including their Parent, Affiliate, or Ultimate Parent, are restricted to a cumulative capacity not exceeding 600MW, which represents 50 percent of the total project capacity. The selection process involves e-bidding.
Developers selected for the projects must establish wind power projects on a Build-Own-Operate (BOO) basis, including dedicated transmission networks up to the interconnection/delivery point at their own cost. The tender emphasizes the use of commercially established and operational technologies to minimize technology risks and ensure timely project commissioning.
