L&T to Build India’s Largest Green Hydrogen Plant at Panipat Refinery

Larsen & Toubro’s renewable energy arm, L&T Energy GreenTech Ltd, has won a prestigious contract to build India’s largest green hydrogen plant at Indian Oil Corporation’s (IOCL) Panipat Refinery in Haryana. This project, a major milestone in the country’s National Green Hydrogen Mission, aims to significantly reduce industrial carbon emissions and promote sustainable energy production. The plant will have the capacity to produce 10,000 tonnes of green hydrogen annually through electrolysis powered by renewable energy. It will operate on a build-own-operate (BOO) model over a 25-year term, making it a long-term solution for IOCL’s decarbonisation goals.

L&T secured the contract by offering green hydrogen at a competitive rate of ₹397 per kilogram, outbidding major players like NTPC and ReNew, who quoted ₹398 and ₹407 respectively. This marks a significant step forward in making green hydrogen commercially viable in India. The project had previously faced two failed bidding rounds due to a lack of interest, but the third attempt saw participation from five companies, reflecting increased confidence and maturity in the sector.

The green hydrogen produced at the Panipat facility will be directly supplied to IOCL’s refinery operations. The plant is expected to be commissioned within 30 months from the date of the award, with full operations likely to begin by late 2027 or early 2028. IOCL has set ambitious targets to produce 350,000 tonnes per annum of green hydrogen by 2030, with at least 50 per cent of its hydrogen output to be green. This project not only supports those goals but also strengthens L&T’s position as a leading player in large-scale clean energy infrastructure development.
