Finance ministry lines up ₹17 lakh crore PPP infra pipeline through 2027-28

The finance ministry has drawn up a three-year pipeline of infrastructure projects worth over ₹17 lakh crore to be developed through public-private partnerships (PPP), offering early visibility to investors despite persistent execution challenges. The pipeline, spanning FY26 to FY28, includes 852 projects across central ministries as well as state governments and Union territories.

Of the total outlay, 262 central government projects account for an estimated ₹13.16 lakh crore, while 620 projects at the state and UT level are valued at about ₹3.85 lakh crore. The pipeline has been prepared by the Department of Economic Affairs, following an announcement in the Union Budget 2025–26.

The move builds on the National Infrastructure Pipeline launched in 2019, which covered around 13,000 projects worth ₹185 lakh crore. However, execution remains a concern: as of March 2024, only 20% of projects were completed, with another 45% under implementation, according to ICRA.
