Hindustan Petroleum Corporation Limited (HPCL) is advancing its renewable energy portfolio through its subsidiary, HPCL Renewable and Green Energy Limited (HPRGEL), which has issued a tender for the engineering, procurement, and construction (EPC) of 300 MW of interstate transmission system (ISTS)-connected solar power projects across seven states in India.
The states where these projects will be implemented include Gujarat, Rajasthan, Maharashtra, Karnataka, Andhra Pradesh, Madhya Pradesh, and Tamil Nadu. The successful bidder will be responsible for completing the projects within 15 months of receiving the work order.
Bidders are required to submit an earnest money deposit of $105.5 million (~$1.26 million). Selected bidders must also provide a performance security of 2% of the EPC contract value within 15 days of bid acceptance, along with a bank guarantee of 5% of the operation and maintenance (O&M) contract value.
The scope of work includes identifying and transferring land leases to HPRGEL, arranging grid connectivity at the ISTS substation, and completing all EPC works using open category type modules. Bidders must also conduct performance testing to demonstrate guaranteed generation at the interconnection point and supply mandatory spares.
Additionally, the selected bidder will be responsible for the O&M of the complete solar project, including the switchyard and power evacuation system, for ten years after the defect liability period.
Bidders must have a track record of completing similar work orders and O&M for solar projects, along with meeting minimum financial turnover criteria. Only solar modules registered in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy will be allowed for use in the projects.
The last date to submit bids is May 30, 2024, with bids set to be opened on the same day. This tender underscores HPCL’s commitment to expanding its renewable energy footprint and contributing to India’s clean energy transition.
