Gujarat Invites Bids for 1,125 MW Solar Projects at Khavda

Gujarat Urja Vikas Nigam (GUVNL) has issued a tender inviting bids for the procurement of power from 1,125 MW grid-connected solar power projects. The proposed projects are slated for development at the Gujarat State Electricity Corporation (GSECL)’s renewable energy park in Khavda (GSECL Stage-3) and will not include energy storage. The deadline for submitting bids is February 15, 2023, and the bid opening is scheduled for February 19.

Upon successful selection, the chosen bidder is obligated to furnish an amount equivalent to Rs 2.32 million per MW of the allocated capacity as a performance bank guarantee. This should be done after receiving the letter of intent but before finalizing the power purchase agreement (PPA). Bidders must propose a minimum capacity of 50 MW. Eligibility criteria encompass consideration for projects under construction, those not yet operational, and those already operational without a long-term PPA. This applies solely to projects not accepted under other central or state programs and devoid of obligations to existing buyers.

Successful bidders are mandated to sign the PPA with GUVNL within 30 days of receiving the letter of intent or within 10 days from the Gujarat Commission’s approval of the tariff, whichever is later. To mitigate technology risk and ensure timely project commissioning, only commercially established and operational technologies are permitted.
