India Extends Import Curbs on Metallurgical Coke Until End-2025 to Boost Domestic Sourcing

The Indian government has extended restrictions on the import of low-ash metallurgical coke (met coke) from July 1, 2024, to December 31, 2025, as part of its ongoing efforts to reduce reliance on imported raw materials and support domestic producers. The move, announced through a Directorate General of Foreign Trade (DGFT) notification, caps total imports at 1.4 million tonnes during the extended period and introduces country-specific quotas.

Metallurgical coke, a key input in the blast furnace-based steelmaking process, is primarily imported from countries like China, Poland, and Colombia. The extension of import restrictions has triggered concerns among leading steel producers, including ArcelorMittal Nippon Steel India (AM/NS India) and JSW Steel, who argue that the curbs could disrupt their supply chains and raise input costs. They emphasize the need for consistent quality and availability of met coke, which domestic sources currently struggle to meet in both volume and quality.

The Ministry of Commerce and Industry, however, defended the decision, stating that the curbs are aimed at protecting the interests of domestic coke producers and fostering greater self-sufficiency in raw materials. The government has also launched anti-dumping investigations into met coke imports, citing concerns about unfair pricing that threatens domestic industry viability.

Industry analysts suggest that while the policy supports domestic coke manufacturers in the short term, it may create cost pressures for integrated steelmakers who are dependent on imported met coke for operational efficiency. The move also comes at a time when the steel industry is grappling with rising coking coal prices and global supply chain uncertainties.

The policy is expected to remain under review based on import trends, domestic production capabilities, and the outcome of ongoing dumping investigations.
