The Andhra Pradesh Capital Region Development Authority has convened a high-level stakeholder consultation to deliberate on draft Sustainable and Green Public Procurement Guidelines for Amaravati’s infrastructure and building projects, undertaken as part of a World Bank-supported programme. The meeting was chaired by Engineer-in-Chief Gopal Krishna Reddy.
A central proposal is the shift from lowest-cost procurement to a Life Cycle Costing model, factoring in installation, operation, maintenance, durability, and end-of-life recycling across a product’s full lifespan. The framework also targets reducing the carbon footprint of high-impact materials, cement, steel, sand, and aggregates, through increased use of recycled and industrial waste materials such as fly ash, regionally sourced supplies to cut transportation emissions, and Green Pro-certified products for third-party environmental verification.
Officials also discussed integrating green construction materials into the State Schedule of Rates to ease adoption by contractors. The guidelines are designed to align Amaravati’s development trajectory with India’s national Net Zero commitment by 2070, embedding low-carbon and climate-resilient standards at the procurement stage itself.
