The Jammu and Kashmir Energy Development Agency (JAKEDA) has announced a tender inviting developers to set up 175 MW of rooftop solar projects on government buildings across the Union Territory. The projects will follow the Renewable Energy Service Company (RESCO) model.
Bidders must submit proposals by February 28, 2025, with the bid opening scheduled for March 1, 2025. The tender requires an earnest money deposit of Rs 500,000 per MW, a performance bank guarantee of Rs 600,000 per MW/project, and a Rs 50,000 tender fee.
The scope includes surveying, designing, financing, supplying, installing, testing, and commissioning, along with 25 years of operation and maintenance. Each bidder can be awarded a maximum of 75 MW, with a minimum capacity utilization factor of 13.5%. Solar modules must meet stringent performance standards, ensuring degradation remains below 3% in the first year and under 1% annually thereafter.
Projects must be completed within five months in urban areas and seven months in rural locations. Bidders must quote for at least 50% of a given cluster’s tentative capacity, with project sizes ranging from 20 kW to 500 kW. Eligibility criteria include a minimum annual turnover of Rs 11 million per MW over the past three financial years and prior experience in executing at least 1 MW of grid-connected solar projects operational for at least one year.
This tender is part of JAKEDA’s broader initiative to install approximately 200 MW of rooftop solar power systems on government buildings under a build-own-operate model.
